Company S decided to take the lead in identifying and improving the current working hours of its drivers, in light of the revision of laws related to work style reform scheduled for 2024.

Company S has long been working to improve the working environment for its employees in response to the trend toward reform of work styles. However, this time, because of the legal revision and the importance of the matter to Company S, upper management instructed the Logistics Management Department to come up with more concrete measures and implementation policies.
Immediately, the Logistics Management Department conducted interviews with all concerned parties, including exclusive and contract drivers. Then, many requests were received from the field to improve the environment of the cargo handling area.
Mr. T of the Logistics Management Department, who was assigned to handle the case, recalls the situation at the time as follows
The area used for cargo handling was a very simple and small work space, and there were frequent waits for loading and unloading of raw materials and products, which affected the lead time. It was understandable that employees were requesting improvements.
In addition, because there was no solid roof over the cargo, in the event of rain, the cargo would get wet, which sometimes caused problems. In the worst cases, the drivers would also get wet, so it was not a comfortable working environment.
Therefore, Mr. T and his team began to consider the optimal cargo handling area. We considered extending the area to the vicinity of the factory. However, when the cargo area is far from the factory, loading/unloading takes a long time.

While searching for a countermeasure, Mr. T heard from a logistics manager at another company at a meeting that they had built a new tent warehouse with a membrane structure as a cargo handling area. A quick search on the Web revealed that the cargo handling area was a product called “FLEX HOUSE-WS (workstation)” provided by Taiyo Kogyo.
Mr. T contacted Taiyo Kogyo to get a detailed explanation of their products and to discuss the cargo handling area.
The “FLEX HOUSE-WS” is a shed-type tent that can be used as a cargo handling area or truck terminal, and we found that it could be used as a temporary storage area for products, a workshop, or an aisle shed. The roof provided sufficient protection from the sun, rain, snow, and heat, and could also be used to improve the environment.
The membrane structure is superior in durability and safety, and we felt that we could construct a secure cargo handling area. We were told that the cost could be kept down and that installation and construction could be done in a short period of time, so we decided to give positive consideration to adopting it.
It also had the advantage that the frontage, depth, and height could be freely designed according to construction conditions and the client’s wishes. Therefore, the cargo handling area can be installed on land adjacent to the factory/stockyard. The fact that the system had already been adopted by many business establishments was another reassuring factor.
We were able to clear up issues related to cost and construction schedule, and we also found that we could get legal attention and advice from Taiyo Kogyo. We were able to ask Taiyo Kogyo to take care of all the legal procedures, such as applying for building permits, which was really helpful.
Company S finally decided to construct a new cargo handling area at “FLEX HOUSE-WS. The first step in the “2024 problem” countermeasures was successfully taken, and both the upper management and the Logistics Management Department were satisfied with the way the situation was handled.
