What is a sales warehouse?

To begin with, let us explain how an “operating warehouse” is defined. There are two main types of warehouses

A private warehouse literally means “a warehouse where the owner of the warehouse stores his or her own cargo and other goods. A commercial warehouse, on the other hand, is defined as “a warehouse for the purpose of storing the cargo of others. The Warehousing Business Law sets forth various rules for commercial warehouses.

What is the Warehousing Business Law?

The Warehousing Business Law was established by the Ministry of Land, Infrastructure, Transport and Tourism to “protect the interests of shippers who use warehousing companies. The Warehousing Business Law defines warehousing as “the business of storing goods in warehouses. In other words, the Warehousing Business Law is a law that reduces risk to the user by placing a certain level of responsibility on the operator through the establishment of various rules for the act of taking custody of the customer’s valuable goods.

Only those warehouses that meet these criteria are granted a business license under the registration system.

By now, you have probably realized that registration is required for commercial warehouses. The registration criteria for warehousing include rules regarding commercial warehouses, and only warehouses registered with the Minister of Land, Infrastructure, Transport, and Tourism can be used for warehousing operations. The registration criteria for warehousing include a variety of items, but this article will focus specifically on the criteria for the warehouses themselves. The important points to consider when registering a commercial warehouse are as follows

Application for building permit

The Building Standard Law stipulates that when a building with an area of 10 m2 or more is to be constructed, an application is to be filed with the specified administrative agency or a private building permit inspection agency to confirm that the building “meets the standards. It is important to understand that an application for a building permit is basically required for a commercial warehouse as well.

Fully equipped with firefighting equipment in accordance with the Fire Service Law

When constructing a business warehouse above a certain size, fire extinguishing equipment must also be provided in accordance with the Fire Service Law. The standards are as follows

  • Less than 500 m2 = Fire extinguisher
  • 500 m2 or more = fire extinguisher, fire alarm
  • 700 m2 or more = fire extinguisher, fire alarm, indoor fire hydrant

Compared to ordinary buildings based on the Building Standards Law and Fire Defense Law, the Warehousing Business Law sets stricter standards for performance aspects of warehouse facilities and equipment, such as the strength of exterior walls and floors, and fire resistance and fireproofing. The warehouse must also take all possible measures to prevent accidents such as fire, water damage, and insect infestation.

What is a Tent Warehouse?

Tent warehouses are, as the name implies, tent-like warehouses constructed with a “membrane structure” consisting of a metal framework covered with a membrane material (fabric).

You may be concerned that this is not the case. Rather, it offers many advantages over traditional warehouses.

Relaxation measures for building permits are available.

In some cases, building permit exemptions are available for the construction of fixed or telescopic (bellows) tent warehouses, provided that the conditions stipulated in “Notification No. 667 of the Ministry of Land, Infrastructure, Transport and Tourism” are met. The four main conditions are as follows

  1. The building must be a membrane structure with a total floor area of 1000 m2 or less.
  2. It must have a roof (gable, single-flow, or circular arc) and walls, and only one story.
  3. The height of the eaves from the ground to the eaves must be less than 5 m.
  4. Membrane materials shall be anchored to the steel framing at intervals of not more than 3.0 m in the direction of the dead end.

If this 667 applies, the following mitigation measures are available

  • Design wind speed reduction provisions are available. (0.8 times the base wind speed or 28m/second, whichever is greater)
  • A conformity determination (peer check) regarding the validity of the structural calculations is no longer required.

With such mitigation measures, even warehouses above a certain size can be installed with less burden, further reducing costs and construction time. To determine whether a tent warehouse qualifies for the mitigation measures, there are strictly other detailed checks in addition to the above four points. Since specialized research is required for these checks, it is generally advisable to request a business operator with a proven track record and knowledge of the subject.
